PUNCH Consulting Engineers were appointed as Assigned Certifiers, Civil & Structural Engineers and Project Supervisor Design Process (PSDP) for the construction of a new two-storey offices and facilities extension to an existing manufacturing facility including associated drainage and site development works.
PUNCH as the Assigned Certifiers organised for a 7 Day Commencement Notice to be submitted to the online Building Control Management System (BCMS) at the request of the client to ensure the works commenced at the earliest availability in accordance with statutory requirements. PUNCH also correlated and submitted the relevant 7 Day Notice fee; Statutory & Ancillary documentation; associated drawings and documentation; and Signed Statutory Declaration to the Local Authority / online Building Control Management System (BCMS).
PUNCH carried out numerous periodic site inspections at appropriate times in accordance with the Inspection Plan during the course of the works to ensure that the works including any changes were carried out in accordance with the design team drawings and specifications and Technical Guidance Documents of the Building Regulations (Part A-M).
In addition, PUNCH co-ordinated, implemented and updated the Inspection Plan accordingly following completion of the inspections carried out by the relevant Design Team members and closed-out all non-compliance issues.
PUNCH also obtained the relevant Declaration of Performance Certificates / CE markings from the contractor for the appropriate materials used as part of the works.
The project also created a challenge in that the client required partial handover of the 1st floor ‘Experience Room’ area (for members of the public wishing to attend and participate in cooking / chocolate making demonstrations) in advance of the practical completion date while the remaining works in the vicinity proceeded. Hence, PUNCH liaised closely with Local Authority Building Control with regard to the mechanisms required for Partial Completion of the building which were duly carried out, submitted online and validated by the Local Authority.
At project completion stage, PUNCH subsequently correlated and submitted the Certificate of Compliance on Completion for the entire works; all relevant Design Team, Specialist and Sub-Contractor Ancillary Certificates; and supporting drawings and documentation to the online Building Control Management Systems (BCMS).
In accordance with Building Control (Amendment) Regulation 2014 requirements, validation of the project was successfully obtained from the Local Authority Building Control and placed on the Local Authority’s register in advance of opening the building in full to the public.
